Value Added Consulting completes risk assessment for Miramar, Florida for future solid waste disposal district.
Value Added Consulting, LLC has just completed a detailed analysis on behalf of the City of Miramar, Florida of the risks and uncertainties in joining the Broward County Solid Waste Disposal District for an additional 10 years. Sandy Gutner, President of Value Added Consulting, LLC presented the results of the study to the Miramar City Commission at their November 29th Commission meeting. The terms of the agreement would obligate Miramar at least $46M over the next 10 years. However, due to the uncertainties of the agreement could cost over $60M. Under the agreements, Miramar would be obligated to establish an enforcement system directing all municipal solid waste to the privately owned facility.
Value Added Consulting evaluated the proposed agreements, including the service agreement with the disposal facility operator and Interlocal Agreement. Value Added Consulting conducted a review of alternative options. It was estimated that savings of up to $9M are possible through alternatives to the proposed approach. In order to make an informed decision, Mr. Gutner indicated, much more information and planning is required to reduce some of the uncertainties. Agreement with Broward county government regarding the ownership of critical assets, and services to be provided are examples of key issues that remain unresolved and that could significantly affect future costs to Miramar.
