Sandy Gutner has been providing management consulting services for nearly 25 years with nationally recognized A/E firms. Recently, he has founded Value Added Consulting, LLC to be able to bring his extensive experience to clients in a more flexible, direct, and streamlined manner. His experience is concentrated in three key areas: solid waste management, water and wastewater utility management, and renewable energy development.
Solid Waste Management
Mr. Gutner has assisted clients in the procurement of a wide range of solid waste processing facilities and services including Waste-to-Energy, material recovery, composting, solid waste collection, and more. He has been involved in more than 15 different Waste-to-Energy facilities from procurement through bond engineering, contract negotiation and contract administration. These projects represent a combined daily throughput of more than 21,750 tpd. He provides assistance in the planning of integrated solid waste management systems, procurement, financial analysis, project implementation and facility operations.
His experience in serving as an Owner’s Representative has helped clients save individual millions of dollars in capital and operating costs through contract negotiations, and contract administration. Sandy is an expert in technology evaluation such as thermal and biological conversion technologies, and provides owner’s agent services. He has reviewed and evaluated a wide range of innovative technologies such as plasma arc gasification, pyrolysis, and others for compatibility with existing municipal solid waste systems.
He provides assistance in the planning of integrated solid waste management systems, procurement, financial analysis, project implementation and facility operations. His assistance in contract administration, re-negotiation, and dispute resolution has helped clients save millions of dollars in capital and operating costs.
Water and Wastewater Utility Management Consulting
Mr. Gutner has extensive experience in utility business consulting services including feasibility studies, financial services, performance management, contract negotiations, and procurement of a wide range of environmental facility services. He has led alternative project delivery project implementation projects across the US, representing project owners in the planning, contracting, development, and commissioning of water, and wastewater projects. Mr. Gutner also provides utility business consulting services, including strategic planning, asset management, organizational assessments, performance management, Engineer’s Feasibility Reports in support of bond issues.
Mr. Gutner has led the procurement of Design Build (DB), Design Build Operate (DBO), contract operations, and similar delivery methods for water and wastewater utilities, and renewable energy throughout the US for almost 25 years. His experience encompasses procurement strategic advisory services, development of procurement documents, and guiding the procurement process His role has been to assist clients define project scope, develop performance requirements and standards for use in procurement documents and service contracts, conduct proposal evaluation and assist in contract negotiations. Mr. Gutner also has considerable experience in providing administration of contract operations as a natural evolution of the procurements of these services.
Mr. Gutner has provided advisory services to utilities seeking to improve their operations through performance management programs, asset management, efficiency and effectiveness enhancement and other forward thinking management initiatives.
Sandy is a licensed Professional Engineer with a Bachelors degree in Mechanical Engineering, and holds and MBA in Finance from Fordham University.
